As part of the 'Design for Performance' Project this report, conducted by Energy Action (Australia), reviews the operation of NABERS Commitment Agreements in Australia, where the developer of a new building signs up to delivering an agreed level of in-use energy performance, and discusses the implications for developing a similar scheme for base building energy performance in UK prime office buildings.
